
Collective Negotiation Agreement or CNA is a contract negotiated approved by the improvements that are not fixed by law between the Administration of the Local Government Unit and the recognized LGU public sector union.
Legal Basis
- Section 8, Article III ( Bill of Rights) “ The right of the people, including those employed in the public and private sectors, to form unions, association, or societies for purposes not contrary to law shall not be abridged”.
- Section 2 (5), Article IX-B (Constitutional Commission) The right of self-organization shall not be denied to government employees. Section 3, Article XIII (Social Justice and Human Rights) “ it shall
guarantee the right of all workers to self-organization, collective bargaining and negotiations, peaceful concerted activities including the right to strike in accordance with law. They shall be entitled to security of tenure, humane conditions of work and a living wage”. - Executive Order No. 180 ( Rule and Regulations to govern the exercise of the right of government employees to self organization) Define the constitutional rights to organize, bargain collectively and
engage in peaceful concerted actions in accordance with the provisions of 1987 Philippine Constitution.

- Schedule of vacation and other leaves
- Personal growth and development
- Communication system – internal (lateral and vertical) external
- Work assignment / reassignment / detail / transfer
- Distribution of work load
- Provision for protection and safety
- Provision for facilities for handicapped personnel
- Provision for first aid medical services and supply
- Physical fitness program
- Provision for family planning services for married women
- Annual medical/physical examination
- Recreation, social, athletic and cultural activities and facilities
- CNA Incentive pursuant to PSLMC Resolution No. 4, S. 2002 and Resolution No. 2, s. 2003
What Cannot Be Negotiated?
- Increase of salary
- Allowance
- Travel expenses; and
- Other benefits that are specifically provided by law
