2017 Board of Directors during the 1st AIPGE General Assembly

On November 10, 2017, a briefing on Public Unionism and Election of Board of Directors was held at the Casa Real de Iloilo, Iloilo City. The meeting was attended by 514 employees of the Iloilo Provincial Government (IPG). Ms. Alma Ravena, Acting-PGDH, HRMDO, spearheaded the event and gave a short briefer on the need to organize an employees’ association in the Iloilo Provincial Government. Thereafter, a discussion on the importance and need of the public sector unionism in local government units was made by Mr. John Ezar David, Director III, Civil Service Commission – Iloilo Field Office. Atty. Henida Genise, Legislative Staff of BM Marcelo Valentin Serag and one of the attendees, confirmed that previously created employees’ associations of IPG registered under the Securities and Exchange Commission (SEC) were cancelled, and that there is no existing employees’ association during the day of the meeting. Temporary Presiding Officer, Atty. Genise, presided over the election of Oath Taking of 2017-2019 AIPGE Board of Directors:

On November 16, 2017, the newly-elected BODs took oath before Gov. Arthur D. Defensor, Sr.
The core group started drafting their Constitution and by-laws (CBL) immediately. They simultaneously organized recruitment in the Iloilo Provincial Capitol offices paving the way to a large support system made up of more than half of the IPG employees. The quick action of the core group, under the leadership of Joecil Mayor resulted to the sound registration of AIPGE with CSC on January 29, 2018. Subsequently, AIPGE was accredited by Department of Labor and Employment (DOLE) as the sole negoatiating unit of the IPG rank and-file employees on June 13, 2018. It was among the few LGU public unions organized in Western Visayas with the assistance of PIPSEA and Ms. Mercy Locsin -Diaz, NG-PEP Guimaras Province President.

The first Collective Negotiation Agreement (CNA) was executed between AIPGE and Iloilo Provincial Government on October 18, 2018. The same CNA was successfully registered before the Civil Service Commission. On 2019, AIPGE intensified organizing activities specifically involving the employees of IPG provincial and district hospitals. To this date, membership to AIPGE has been maintained at 87% of the IPG rank-and-file. It has also maintained renewal of its registration and accreditation with CSC and the
Department of Labor and Employment (DOLE).
