
The Philippine Independent Public Sector Employees Association, Inc. (PIPSEA) is a national organization of public sector workers’ unions with members from the National Government Agencies (NGAs), Government-owned and Controlled Corporations/Government Financial Institutions (GOCCs/GFIs), Local Government Units (LGUs), and State Universities and Colleges/Local Universities and Colleges (SUCs/LUCs). AIPGE is officially affiliated with PIPSEA last July 1, 2023. The PIPSEA offers the following benefits for Affiliate Members:
PIPSEA Hospital Assistance
Coverage
Local affiliates members of good standing of local affiliate
Schedule of Benefit
Hospitalization Assistance shall be in the amount of Five Thousand Pesos (Php5,000.00), which shall be given strictly only once every year (365 days) to the member who underwent major surgical operation and upon compliance of the basic requirements provided below.
Basic Requirements
- Medical finding stating that the patient underwent a major surgical operation
- Certified copy of the Operation Record
- Original or certified photo copy of Hospital Billing
- Member must be listed in PIPSEA Current Master list submitted by local affiliates prior to the date of operation of the beneficiary.
Implementing Guidelines
- Hospital Assistance not claimed by beneficiary within six (6) months from release of confinement is considered waived and forfeited.
- Upon receipt of the basic requirements, PIPSEA National Office shall act immediately on the same within a maximum period of fifteen (15) working days.
- Hospital Assistance shall be released through the local affiliate concerned through bank transfer or any other means available.
Source of Fund
All Hospitalization Assistance shall be sourced from the PIPSEA Welfare Fund.
How to Apply
The PIPSEA Hospitalization is processed when the member applies for Medical Assistance. Apply for AIPGE Medical Assistance and qualifications for Hospitalization Assistance will be assessed with one form.
PIPSEA Mortuary Assistance
Coverage
Local affiliates members of good standing of local affiliate subject to the payment of an additional Php10.00 intended specifically for the common Welfare Fund (Hospitalization and Mortuary)
Schedule of Benefit
Mortuary Assistance shall be in the amount of Six Thousand Pesos (Php6,000.00), which shall be given to the beneficiary within six (6) months upon compliance of the basic requirements provided below.
Definition of Terms
- Beneficiary refers to the person declared or chosen by the member to be his/ her beneficiary/ies, who must be a compulsory heir.
- Current Masterlist refers to the updated list of members submitted by the local affiliates and duly received by PIPSEA within the cut-off date.
- Member in good standing refers to an active member with updated payment of contribution and listed in the current masterlist.
Implementing Guidelines
- Local affiliates are required to assist the beneficiary to comply with the basic requirements and submit the same to PIPSEA National Office immediately upon the death of the member.
- Upon receipt of the basic requirements, PIPSEA National Office shall act immediately on the same within a maximum period of fifteen (15) working days.
- Mortuary Assistance shall be released through the local affiliate concerned through bank transfer or any other means available.
Basic Requirements
- Original or Certified True Copy of Death Certificate signed and sealed by the Local Civil Register.
- Certification of the Local Union President that the deceased is a bonafide member of good standing.
- Certificate of Employment and Service record.

How to Apply
The PIPSEA Mortuary Assistance is processed when the family of the deceased member applies for the AIPGE Funeral Assistance. Qualifications for Mortuary Assistance will be assessed with the same form.
